Election of Student Parliament at HAW HAMBURG for the Legislative year 2020/2021

From 09.12.2019 till 13.12.2019

 

Dear Students of HAW HAMBURG

It’s the time again, for a new Student Parliament to be elected. Each student has the opportunity to put forward his/her candidacy and be part of the new Student Parliament.

  • What is the Student Parliament (“StuPa”)?

The Student Parliament, is the highest Student Body of the University as a place to form political opinions and make decisions regarding the Content, Order and the Statues of the Drafted Student Body.

  • What is the Drafted Student Body (“Verfasste Studierendenschaft“)?

The Drafted Student Body is the collective name for all the Student Committees of the HAW. These Include StuPa, AStA, Student Councils (“Fachschaftsräte”), as well as the other auxiliary bodies that support their activities.

  • What does the Student Parliament do?

The Student Parliament decides all the fundamental matters of the Drafted Student Body in the HAW. Here, everyone is free to submit their proposals/applications (for projects and Initiatives) and paticipate in the further development of our University. Subsequently, all the applications are taken in consideration and are voted on. Every year, The StuPa decides upon the Financial Planning of the Student Body’s (Studierendenschaft) funds, which comes from a small part of our semesterly contribution.

 -     What are the other tasks of the Student Parliament?

A further task of the StuPa is the election of the AStA (Allgemeiner Studierendenausschuss), which manages the financial activities of the Student Body (“Studierendenschaft”). The constructive cooperation between the StuPa and the ASta is decisive for the advocacy of the student interests. So, that YOU with YOUR VOICE have the direct influence for your own interests as a Student of our University.

The Election Process

 

When?

The election for the StuPa takes place in the first week of April, from Monday, 09.12.2019 to Friday, 13.12.2019 at all HAW locations. The exact locations of the Ballot Boxes will be announced separately.

Who?

Every student enrolled at HAW Hamburg has the opportunity to run for the election as a candidate.

All students are invited to vote!

Candidature

The application forms have to be filled in online (www.asta.haw-hamburg.de/Kandidatur). In adittion every direct candidates/list responsibles have to come in person

on Thu., 24.10.2019 from 4:00-8:00 pm, or

on Tue., 29.10.2019 from 5:00-7:00 pm, or

on Mon, 04.11.2019 from 4:00-7:00 pm

to the Election Committee (“Wahlleitung”)  at the AStA premises (BT 11, House D, Attic) . The Deadline for the submission of the application is Monday, 04.11.2019 by 7:00 pm. The order of the lists for the ballot paper, the election newspaper and a short presentation brochure will be decided by lottery after on Wed., 11.11.2019 by 7:00 pm. If it is not possible for you to appear in person, you can issue a power of attorney and give it to a person who will confirm your candidacy to the election committee.

 

Objection

The preliminary list of candidates will only be posted at the AStA's offices after the expiration of the Candidacy Submission deadline i.e. Monday, 11.11.2019 at 6:00 pm.

The Objections to the provisional list of the candidates can be lodged with the Election Committee(“Wahlleitung”) before the end of application submission deadline, either via E-Mail or in person.

 

Vote-via-Post

Until, Mon, 25.11.2019, 6:00 pm absentee ballots (“Briefwahl”) can be requested. This requires an E-Mail from the HAW-Mailer account to the Election Committee (“Wahlleitung”):

The E-Mail must contain the Student’s full name, faculty, enrollment number (“Matrikelnummer”) and postal address.

 

Seat distribution between Direct and List candidates

The StuPa itself is made up of 36 seats, out of which 18 are direct candidates for the individual Departments and 18 seats for the University-Wide lists. It is permissible to run both as a direct candidate and on a university-wide list.

Students have two decisions to make: One cross for the direct candidate of their department, and one cross for a University-wide political list.

Direct Candidates - Voters vote for individual students of their own department to represent their department in the StuPa.

List Candidates - Voters vote for a University-Wide list or vote for an individual list candidate within a list.
